Announcement For Students Who Will Apply To Our University Within The Scope Of The Law Of Amnestment No. 7592

In accordance with Article 85 of the Temporary Provisions added to the Higher Education Law No. 2547 by the Law No. 7592 on Amendments to the Higher Education Law and Certain Other Laws, published in the Official Gazette No. 33335 dated August 9, 2026, students wishing to benefit from the amnesty must apply to our University by the end of business on December 9, 2026.

Those who were performing their military service on the date the law came into effect will be able to benefit from the rights under Temporary Article 85 if they apply to our University within two months of their discharge.

Application End Date: December 9, 2026

Those currently serving in the military: Within 2 months of their discharge.

Those Who Can Benefit from the Amnesty Law:

1. Students enrolled in undergraduate, graduate, and doctoral programs at our university, including preparatory programs, whose enrollment was terminated before December 9, 2026;
2. Those who obtained the right to enroll in a program at our university but did not register;
3. Those who applied to the Student Affairs Directorate before December 9, 2026, except for the exceptions specified in the law;
4. Those who were performing military service on the date the law came into effect and applied to the Student Affairs Directorate within two months following their discharge;
5. Students who were dismissed from their double major undergraduate program due to their dismissal from their major undergraduate program will be able to re-register for the double major program;
   • a. Students who were dismissed from their double major undergraduate program during their major undergraduate program will be able to benefit from the aforementioned law,
   • b. Students who were dismissed from their double major program after graduating from their major undergraduate program will also be able to apply for the double major program under the aforementioned law,
   • c. Considering that the minor program is a certificate program, the matter may be evaluated by the relevant higher education institution.

Those Who Cannot Benefit from the Amnesty Law

1. Those convicted of terrorism offenses under the scope of the Anti-Terrorism Law No. 3713 and the following offenses under the Turkish Penal Code No. 5237:
   • Terrorism offenses,
   • Intentional homicide offenses (Articles 81, 82 and 83),
   • Torture offenses (Articles 94 and 95),
   • Ill-treatment offenses (Article 96),
   • Sexual assault offenses (Article 102),
   • Child sexual abuse offenses (Article 103),
   • Manufacturing and trafficking of narcotic or stimulant substances (Article 188)
2. Those whose affiliation was terminated due to crimes specified in Article 71 of the Law on Intellectual and Artistic Works No. 5846,
3. Those whose affiliation was terminated due to membership, affiliation, connection, or contact with terrorist organizations or structures, formations, or groups that the National Security Council has determined to be acting against the national security of the State,
4. Those whose registration was canceled due to forged documents or those who submitted forged documents during registration,
5. Those whose affiliation with our University was terminated on the grounds that they registered through legally invalid means,
6. Except for the exceptional cases stipulated in the law, those who do not apply by December 9, 2026, will not be able to benefit from the amnesty provisions.

Those Unable to Apply Due to Force Majeure or Health Reasons

Those who were unable to apply within the application period stipulated by law due to force majeure may apply within one month from the date the force majeure event ceases.

Those who were unable to apply within the deadline due to health reasons must submit their medical board report by the end of business on December 9, 2026.

Candidates who have received acceptance letters must personally submit their application documents to the Student Affairs Office at our Başakşehir Campus during working hours for final registration.

The attendance records, recognition of previously passed courses, and other educational matters of accepted students will be evaluated by the relevant academic and administrative boards in accordance with Law No. 7592 and the relevant Higher Education Council implementation principles. Applications submitted after the deadline, as per the law, will not be accepted except in the exceptional circumstances specified in the law.

• Photocopy of ÖSYS/YKS Placement Results Document for Candidates Placed in Our University by ÖSYM but Not Registered
• Photocopy of Acceptance Letter for Candidates Accepted to Our University's Graduate Programs but Not Registered
• 4 Passport-Sized Photographs
• Military Status Certificate
• Military Discharge Certificate for Those Currently Serving in the Military
• Alliance of Civilizations Institute (For those before the 2016-2017 Spring Semester) Official Letter from Fatih Sultan Mehmet Foundation University for Students Who Applied to and Gained Admission to Programs or Whose Registration Was Canceled from the Institute Before the Spring Semester of 2016-2017
• Application Form for Students Requesting a Lateral Transfer to a Different University

Those who registered by taking advantage of the amnesty application and have the same or a different minimum score for the same type of diploma program as of the year of entry in the ÖSYS/YKS exam, may apply for a lateral transfer to one of these programs.
